Debian -- Package Search Results -- graphviz confirms.
What is the path of least resistance if I want newer changes/package on buster?
Compile and install graphviz yourself using the new release archives on the website, I guess?
You will need to contact Laszlo Boszormenyi, the Debian Graphviz maintainer, and ask if they can update the package in Debian repositories.
