This way we have better control over them.

I plan to add tools that we install in CI to the build utilities repo to save time in CI and later we may upgrade the dependencies to later versions if we like to.

(The process was somewhat awkward; I had to fork them to my personal GitHub account, then import them from there to my personal GitLab account and then finally fork them from there to the Graphviz GitLab group.)
